Chairmen Guthrie and Hudson Announce Hearing on Positioning, Navigation, and Timing Capabilities

WASHINGTON, D.C. – Today, Congressman Brett Guthrie (KY-02), Chairman of the House Committee on Energy and Commerce, and Congressman Richard Hudson (NC-09), Chairman of the Subcommittee on Communications and Technology, announced a hearing titled Where Are We?: Examining Positioning, Navigation, and Timing Capabilities in the United States.

“The U.S. Global Positioning System (GPS) underlies critical technologies Americans use and rely on every day, but many people may not realize GPS applications extend far beyond the map apps on their phones,” said Chairmen Guthrie and Hudson. “From national defense and critical infrastructure, such as banking and energy, to the daily routines of nearly every American, even a temporary GPS outage would drastically affect hundreds of millions of lives. We look forward to a conversation about how we can strengthen positioning, navigation, and timing services to maximize resiliency and reliability.”

Chairmen Guthrie and Bilirakis Announce Hearing on Establishing a Federal Data Privacy Law

WASHINGTON, D.C. – Today, Congressman Brett Guthrie (KY-02), Chairman of the House Committee on Energy and Commerce, and Congressman Gus Bilirakis (FL-12), Chairman of the Subcommittee on Commerce, Manufacturing, and Trade, announced a hearing titled Examining Legislation to Establish a Federal Comprehensive Privacy and Data Security Law.

“Americans across the political spectrum want a national data privacy and data security standard with strong, enforceable protections,” said Chairmen Guthrie and Bilirakis. “The SECURE Data Act follows the successful model many red, blue, and purple states have already enacted into law, putting our constituents in charge of their data and holding bad actors accountable. We look forward to this conversation about the bill’s critical safeguards that include provisions to defend Americans’ digital identities, while supporting innovation and job creators in every sector of the economy.”

Chairmen Guthrie and Palmer Announce Hearing on the Modernization of the Clean Air Act’s Mobile Source Requirements

WASHINGTON, D.C. – Today, Congressman Brett Guthrie (KY-02), Chairman of the House Committee on Energy and Commerce, and Congressman Gary Palmer (AL-06), Chairman of the Subcommittee on Environment, announced a hearing titled Rules of the Road: Examining Legislation to Modernize the Clean Air Act's Mobile Source Requirements.

“The Clean Air Act regulates not just the cars we drive but also the trucks and trains that transport and deliver food, consumer products, and even the energy needed for our daily lives. Actions by the Biden-Harris Administration and states like California have taken away consumer choices and driven up costs to advance a radical environmental agenda instead of focusing on responsible environmental policies that complement lower costs and innovation,” said Chairmen Guthrie and Palmer. “This hearing will provide the opportunity to examine how burdensome regulations that have led to higher costs and unnecessary red tape can be addressed while continuing to protect the air we breathe.”

National Energy Policy, energy infrastructure and security, energy related Agencies and Commissions, all laws, programs, and government activities affecting energy matters. National Energy Policy focuses on fossil energy; renewable energy; nuclear energy; energy conservation, utility issues, including but not limited to interstate energy compacts; energy generation, marketing, reliability, transmission, siting, exploration, production, efficiency, cybersecurity, and ratemaking for all generated power. Energy infrastructure and security focuses on pipelines, the strategic petroleum reserve, nuclear facilities, and cybersecurity for our nation’s grid. Our jurisdiction also includes all aspects of the above-referenced jurisdiction related to the Department of Homeland Security. Agencies and Commissions in our jurisdiction include: The US Department of Energy, the Nuclear Regulatory Commission; and the Federal Energy Regulatory Commission.

Commerce, Manufacturing, and Trade

Interstate and foreign commerce, including all trade matters within the jurisdiction of the full committee; consumer protection, including privacy matters generally; data security; motor vehicle safety; regulation of commercial practices (the Federal Trade Commission), including sports-related matters; consumer product safety (the Consumer Product Safety Commission); product liability; and regulation of travel, tourism, and time. The Subcommittee’s jurisdiction can be directly traced to Congress’ constitutional authority “to regulate Commerce with foreign nations, and among the several States, and with the Indian Tribes.”

Electronic communications, both Interstate and foreign, including voice, video, audio and data, whether transmitted by wire or wirelessly, and whether transmitted by telecommunications, commercial or private mobile service, broadcast, cable, satellite, microwave, or other mode; technology generally; emergency and public safety communications; cybersecurity, privacy, and data security; the Federal Communications Commission, the National Telecommunications and Information Administration, the Office of Emergency Communications in the Department of Homeland Security; and all aspects of the above-referenced jurisdiction related to the Department of Homeland Security.

Environment

All matters related to soil, air, noise and water contamination; emergency environmental response, both physical and cybersecurity. In particular, the subcommittee has jurisdiction over The Nuclear Waste Policy Act, The Clean Air Act, The Safe Drinking Water Act, Comprehensive Environmental Response Compensation and Liability Act – including Superfund and the Emergency Planning and Community Right to Know Act, The Solid Waste Disposal Act, The Toxic Substance Control Act and The Chemical Facility Anti-Terrorism Standards Program. Under the Clean Air Act, this subcommittee deals with National Ambient Air Quality Standards (NAAQS) for criteria pollutants; National Emissions Standards for Hazardous Air Pollutants (NESHAP) Standards; New Source Performance Standards (NSPS); Mobile Source Standards for vehicles, aircraft, fuels and fuel additives, including the Renewable Fuel Standard (RFS) and greenhouse gas emissions from motor vehicles. The subcommittee focuses on the regulation of solid, hazardous, and nuclear wastes, including mining, nuclear, oil, gas, and coal combustion waste.
